Vancouver, B.C. – Langara College is pleased to announce the appointment of Dr. Kacem Habiballah as Provost and Vice-President, Academic, effective November 9, 2026.

Habiballah joins Langara from Seneca Polytechnic, where he serves as dean of the Faculty of Applied Science and Engineering. He brings extensive experience in post-secondary education and industry, including many years at BCIT in progressively senior academic leadership roles.
“Throughout our search process, I was struck by Kacem’s strategic thinking, his focus on student success, and his ability to build strong relationships,” said Dr. Paula Burns, President and CEO of Langara College. “He understands the important role Langara plays in creating opportunities for university transfer, preparing students for the evolving needs of BC’s labour market, and delivering high-quality education in a financially sustainable way. I am very pleased to welcome him to Langara.”
At Seneca, Habiballah has helped lead significant academic and organizational initiatives, including the development of the institution’s first master’s degree in artificial intelligence and the accreditation of its first engineering degree. His experience also includes program development and quality assurance, applied research, industry and government partnerships, organizational transformation, and initiatives focused on identifying and supporting students at academic risk.
Before joining Seneca, Habiballah spent nearly two decades at BCIT, where his roles included faculty member, department head, associate dean, interim dean, and interim Associate Vice-President, Academic. Earlier in his career, he worked in the aviation industry as an aircraft maintenance engineer.
Habiballah holds a Doctor of Education in Educational Leadership from Western University and a master’s degree in Leadership and Training from Royal Roads University.
His appointment comes as Langara continues to advance its academic priorities, strengthen opportunities for university transfer and career-ready education, and move forward with major institutional initiatives including the implementation of Workday.
